My laptop is a Razerblade Stealth 2020 that has thunderbolt 3 Type-C which from looking into the output should be able to output that amount, but how much will this affect my laptops battery even if I'm charging.

This is the same as the Maschine mk3 and people have been able to power it from Type C w/battery banks or power blocks like from Anker straight from the wall Native Instruments' (NI) controllers are the only ones that are even in the same league as Arturia's when it comes to the quality of the keybed.
